Monorepo dependency graph export command: DOT and text tree renderings, plus the structured graph the command emits as its machine payload.

Build packages dict and edges list from the workspace graph.

Returns (packages, edges) where packages is a dict keyed by project name and edges is a list of dicts with from/to/type/constraint keys.

Apply --root or --reverse filtering to the graph data.

Returns (filtered_packages, filtered_edges).

Returns the graph as {"packages": ..., "edges": ...} -- the caller (the CLI handler) hands it to the framework as the command's machine payload -- or None when there is no workspace content to describe. The rendered DOT or text form is printed (or written to --output) here, except in machine mode, where the envelope owns stdout.
